The Ministry of Defense of Ukraine (MoD) has launched a large-scale reform of the military recruitment system, aimed at attracting professional personnel and resolving service duration issues in a prolonged conflict. The core element of this reform is the introduction of new contract types — basic, combat, and infantry-assault, each targeted at different categories of military personnel and combat missions.
The transition to a multi-tiered contract model is designed to introduce volunteer-based predictability, mitigating social tension while systematically building a highly trained professional core.
In parallel, the President has signed a directive to establish a framework for the gradual release of soldiers who have served continuously since 2014 (in the ATO/OOS framework) or since the 2022 invasion. This demobilization pathway is expected to commence by the end of the year, prioritizing individuals with disabilities, parents of multiple children, and former prisoners of war.
The restructuring of the contract service in the AFU is a pragmatic step to professionalize Ukraine’s military during a long war. It offers clear incentives, structured timelines, and post-service guarantees to attract volunteers. However, its success hinges on strict adherence to contract terms by the command structure and the economic capacity of the state to sustain the financial incentives amid a prolonged war of attrition.

Deputy Minister of Defense Mstyslav Banik recently clarified the operational boundary during an official media briefing: servicemen who do not transition to the newly designed contract models will remain in active service until general demobilization is officially decreed. Meanwhile, the state is rolling out a three-tiered contract architecture (Basic, Combat, and Infantry-Assault) offering fixed service terms, rotation schemes, and transition pathways to civilian life.
The new system offers a differentiated approach to service. The basic contract is oriented towards securing rear and support units, while the combat and infantry-assault contracts are designed specifically for frontline combat units. The main difference lies in the service duration, intensity of combat training, and social guarantees after the contract expires.
The Ministry of Defense emphasizes the principle of equal financial support. Servicemen in identical positions within the combat zone will receive exactly the same payments, regardless of whether they serve under mobilization or have signed a new contract. This decision is aimed at maintaining social justice and preventing internal friction within units.

This OSINT report analyzes the structural components of the new recruitment system, compares the three new contract classes with standard mobilization, evaluates the strategic implications for the defense forces, and assesses the systemic challenges of execution under active high-intensity conflict.
The key issue of the current mobilization system is the uncertainty of service terms. Deputy Minister of Defense Mstyslav Banik, during a media briefing, clearly defined the new rules: servicemen who do not sign the new contracts will serve until the general demobilization is announced. At the same time, signing a contract provides a clear perspective for release.
The main motivation for signing a contract lies not in the financial aspect, but in the ability to plan one’s life thanks to a fixed term of service and a guaranteed period of rest after its completion. The MoD expects this predictability to secure more committed volunteers.

Since the decree of general mobilization on February 24, 2022, the Ukrainian state has relied heavily on conscription to build up and sustain its defense capabilities. While successful in establishing a massive defensive line, this system has accumulated significant structural vulnerabilities:
For example, an infantry contractor, after 10 months of direct service in the combat zone, receives the right to return home and is guaranteed a deferment from subsequent drafts. Meanwhile, a mobilized soldier performing the same tasks in the same trench will continue service without a set release date — until the state of war ends and the official demobilization decree is issued. This creates a significant motivational divide between the two service models.
Analyzing open-source intelligence indicators highlights several key risks associated with this transition:
